The spice horses offer passes as a reward, but without knowing how often they drop its hard to say how long they'll take to pay themselves off - but they will eventually. Generally a divine will be as valuable as you perceive it to be, depending on how you play your game.

I found that the divine hikes were more expensive to progress in than the main hike, as there were a lot more obstacles and the game was far less willing to give me the cards I needed to pass them, which meant lots of lane switching. So I did end up spending a few hundred on the whole event to finish one divine hike and the main one. They were a great option to get the divines that you already had fragments for though!
