The overall prestige of the EC determines the bonus, with 20 being the highest.
If you buy the Vet employee, you can bring it up by 50% for a maximum of 30 points, and if you have the expert diploma that cycles in horns of plenty once in a while, you can double the bonus and bring it to maximum 40, which is the highest bonus you can reach.
Just to expand a little on the above answer, +1 bonus is allocated for every 5% of EC prestige e.g. 0-4%= 1, 5-9%= 2, 10-14%= 3 etc, etc
So an EC with prestige at 95% or higher, gains +20 bonus
